The Five Levels
The IDTF™ Digital Transformation Maturity Model
Organizations typically evolve from physical and manual operations toward digital files, specialized
business systems, integrated and automated processes, and finally data-driven decision-making.
Level 1
Physical
Organizations at the Physical maturity level rely primarily on paper documents, manual processes,
and human effort. Computers, email, and spreadsheets may be used, but daily work still depends heavily
on physical files, manual coordination, and individual knowledge.

Data & SystemsMinimal systems; data is mostly unstructured.
Decision-MakingDriven mainly by experience and judgment.
Level 2
Shared Drives
Documents become digital and are stored in shared folders, network drives, or cloud platforms.
Accessibility and collaboration improve, but business processes remain largely manual and are often
coordinated through email, phone calls, folders, and follow-up messages.
Documents & ProcessesDigital files, but processes remain mostly manual.
Data & SystemsLimited systems; information remains largely unstructured.
Decision-MakingExperience supported by basic reporting.
Level 3
Siloed Systems
Departments begin using dedicated business applications such as ERP, CRM, HRMS, and DMS. Business
information becomes more structured and departmental efficiency improves, but systems often operate
independently, creating data silos and fragmented end-to-end processes.
Documents & ProcessesManaged through business systems; processes improve within departments.
Data & SystemsMostly structured data in independent departmental systems.
Decision-MakingImproved through reports and departmental data.
Level 4
Integrated & Automated
Business systems are connected and information flows automatically between applications. End-to-end
processes span departments, workflows replace many manual approvals, duplicate data entry is reduced,
and managers gain real-time visibility across a more connected enterprise.

Data & SystemsIntegrated systems with shared, structured information.

Level 5
Data-Driven
The organization uses data as a strategic business asset. Integrated systems and automated processes
provide reliable information that is transformed through Business Intelligence, analytics, and
Artificial Intelligence into insights that support better, faster, and more informed decisions.
